This scheme defines the order and the rules of certification of type examination of the machinery products, intended for category 17 Devices for the lifting of persons or of persons and goods involving a hazard of falling from a vertical height of more than three meters acc. to of Annex IV, 2006/42/EC Machinery Directive, the mandates of the European Commission and its applicable technical specifications.

This scheme covers received the permission for Body for certification of type examination of machinery products acc. to Annex-IX shall implement the following activities:

• To examine the technical file, check that the type was manufactured in accordance with it and establish which elements have been designed in accordance with the relevant provisions of the standards referred to in Article 7(2) of 2006/42/EC and those elements whose design is not based on the relevant provisions of those standards
• To carry out or have carried out appropriate inspections, measurements and tests to ascertain whether the solutions adopted satisfy the essential health and safety requirements of this Directive, where the standards referred to in Article 7(2) of 2006/42/EC were not applied,
• Where harmonized standards referred to in Article 7(2) of Directive were used, carry out or have carried out appropriate inspections, measurements and tests to verify that those standards were actually applied,
• Being agree with the applicant as to the place where the check that the type was manufactured in accordance with the examined technical file and the necessary inspections, measurements and tests will be carried out.

• Document for registration of the Company,
• Document for the current state of the Company,
• Technical documentation of the machinery product,

After the review of the enclosed documents, not later than 3 days after receiving the application, GCL INTL shall confirm via e-mail. If the application is accepted, GCL INTL send to the client Conformity Assessment Proposal Contract Form.

Once the quotation has been accepted, we will ask you to return a signed copy of the quotation and our Scheme Rules.

After Technical Expert had been charged to check technical file and audit by GCL INTL, technical file review is recorded by the Technical Expert before the audit.

After technical expert(s) had been charged to the audit, the technical expert shall make Audit Plan for an audit, he/she shall divide the tasks, to define auditors, experts, subcontractors (if any) and the duration of the audit. The audit phases are as below:

• Opening meeting
• Specifying the type of the product
• Performing measurements and tests
• Control of the product according to the essential health and safety requirements of this Directive
• Preparation of Audit Report (including Findings)
• Preparation of Nonconformity Report (if any)
• Closing meeting

Following the completion of the audit, a report detailing the findings is provided. Subject to the closure of any nonconformities or findings (if any), the audit and technical records for reviewing are shared with the decision maker.

If the results of the conducted product inspection are positive and when the results from the definition of the product type meet the requirements of the standards and Directive, shall be issued EC Type Examination Certificate and the Applicant will be informed about it. The validity of the certificate is specified on the certificate as 5 (five) years.

It is carried out in order to control changes such as the change of the company title, the change of the product, the change of the company’s official address and branches. Change requests are received in writing from the companies with the Certification Change Form, a decision is made by GCL INTL whether document review or field inspection will be carried out and recorded on the same form.

It is carried out in order to determine that the major nonconformities that emerged during the certification, changes audits and minor nonconformities that require on-site inspection have been resolved for the reasons specified in the article on suspension of the certificate, and that corrective actions regarding these are being implemented effectively.

In the event that the following conditions occur, the entire or part of the company’s certificate scope may be cancelled.

• The company voluntarily submits a written request for cancellation of the certificate.
• Failure to comply with scheme rules,
• Failure to fulfill financial obligations,
• Failure to notify GCL INTL of significant changes in the products covered by the certificate and in the product technical file.

The company is notified that the certificate has been cancelled.

Construction products can be defined as “products that are used permanently in civil engineering and construction works and whose performance affects any unit of the construction".

This scheme defines the order and the rules of certification of the production control of the construction products, intended for incorporation in buildings which take place in system of the assessment and verification of constancy of performance according to System 1, 1+ and 2+, according to the Regulation EU No: 305/2011, the mandates of the European Commission and its applicable technical specifications.

This scheme covers received the permission for Body for certification of product and factory production control of construction products according to System “1” and “1+” shall implement the following activities:

• Sampling,
• Initial type testing and/or calculation,
• The initial inspection of the factory production control,
• Surveillance, assessment and approval of product and the factory production control.

This scheme covers received the permission for Body for certification of factory production control of construction products according to System “2+” shall implement the following activities:

• The initial inspection of the factory production control,
• Surveillance, assessment and approval of product and the factory production control.

After lead auditor and technical experts had been charged to the audit, the Lead Auditor shall make Audit Plan for an audit, he/she shall divide the tasks, to define auditors, experts, subcontractors (if any) and the duration of the audit. The audit phases are as below:

• Opening meeting
• Specifying the Type of the Product
• Sampling (AVCP System 1+)
• Performing initial type tests (AVCP System 1, 1+)
• The Product and Factory Production Control Audit
• Preparation of Audit Report (including Findings)
• Preparation of Nonconformity Report (if any)
• Closing meeting

Following the completion of the audit, a report detailing the findings is provided. Subject to the closure of any nonconformities or findings (if any), the audit and technical records for reviewing are shared with the decision maker.

If the results of the conducted product and the Factory production control audit are positive and when the results from the definition of the product type meet the requirements of the standard, shall be issued Certificate of constancy of performance acc. to System 1 or 1+ and the Applicant will be informed about it. The validity of the certificate is specified on the certificate.

If the results of the conducted Factory production control audit are positive and when the results from the definition of the product type meet the requirements of the standard, shall be issued Certificate of conformity of the factory production control acc. System 2+ and the Applicant will be informed about it. The validity of the certificate is specified on the certificate.

The same steps of initial audit is executed for continuous surveillance. The usage of the mark and logo of GCL INTL and CE marking is checked. Certificate of constancy of performance is reissued after the reviewing process were completed.

During surveillance audits or during other time a sampler of the company chooses samples for testing from the current production, from the warehouse or from the manufacturing site at his discretion. Taking of samples is documented and every sample is marked in an appropriate way by sampler.

The samples are tested in one’s own laboratory of the company, in a laboratory with which the company has a concluded contract as a subcontractor or a laboratory acc.to Art.46 of Regulation 305/2011.

It is carried out in order to control changes such as the change of the company title, the change of the company’s product scope, the change of the company’s official address and branches. Change requests are received in writing from the companies with the Certification Change Form, a decision is made by GCL INTL whether document review or field inspection will be carried out and recorded on the same form.

In the case of complaints containing objective evidence against the company, it is carried out in cases where non-compliance is detected in the market surveillance audits carried out by the Ministry.

It is carried out in order to determine that the major nonconformities that emerged during the certification, surveillance, changes and extraordinary audits and minor nonconformities that require on-site inspection have been resolved for the reasons specified in the article on suspension of the certificate, and that corrective actions regarding these are being implemented effectively.

In the event that the following conditions occur, the entire or part of the company’s certificate scope may be suspended, provided that it does not exceed six months from the date of the certification committee’s decision.

– Detection that non-standard requirements or legal sanctions regarding the product within the scope of the certificate are not fulfilled,

– The company voluntarily submits a written request for suspension of the certificate.

– Misuse of the GCL INTL certificate, logo, notified body number and CE marking,

– Failure to comply with scheme rules,

– Failure to fulfill financial obligations,

– Failure to notify GCL INTL of significant changes in the products covered by the certificate and in the product technical file.

The company is notified that the certificate has been suspended, reduced or cancelled and that the suspension has been removed.
